ACE Scholarships Applauds Gov. Abbott for Expanding Educational Choice Through New Federal Tax Credit

DENVER, CO – December 11, 2025 – ACE Scholarships, a national K-12 scholarship granting organization, today praised Gov. Abbott for opting-in to the newly established federal program that provides tax credits to taxpayers who donate to Scholarship Granting Organizations (SGOs). This decisive action will give lower-income families across the state expanded access to high-quality educational opportunities.

For the first time, the federal government is empowering families – regardless of income or ZIP code – to choose the best educational opportunities for their children.

“Gov. Abbott’s decision to participate in this new federal initiative puts families first, not politics,” said Norton Rainey, CEO of ACE Scholarships. “By embracing this opportunity, Texas is leading the way in expanding access to high-quality education and setting an example for other states to follow.”

Starting January 1, 2027, the program allows individuals to receive a 100% tax credit on donations up to $1,700 per person. These contributions, directed to qualified scholarship-granting organizations, will fund scholarships for tuition and other eligible educational expenses – including tutoring, educational technology, and instructional materials – to support a child’s educational journey. Income eligibility for qualifying families is limited to 300% of the area’s median gross income.

By formally opting-in to the program, Texas unlocks new private funding for K-12 education that gives more children access to schools and programs that meet their unique learning needs.
