A Once-In-A-Generation Opportunity For School Choice

Federal Tax Credit to Fund K-12 Scholarships Nationwide
Beginning January 1, 2027, families in all 50 states could benefit from a groundbreaking federal tax credit initiative that funds K-12 scholarships through private donations. These scholarships can be used for tuition, tutoring, special education services, and more—at no cost to the state.

Here’s the catch
You must opt-in each year by January 1, so Scholarship Granting Organizations (SGOs) in your state can use federal tax-credited donations to fund scholarships for students in your state. If your state doesn’t opt in, those scholarship dollars will likely be directed to children in other states—leaving your community’s students excluded from this tremendous opportunity.

Understanding the Opt-In Provision: What It Means for States and Families

What the Law Says
  • States choose to participate each year; only students in those states are eligible.
  • Governors (or authorized agencies) decide and submit a certified list of approved Scholarship Granting Organizations (SGOs) by January 1.
Why Opt-In Matters
  • Empowers parents with more school choice.
  • Costs nothing to the state—funded by private donations.
  • Keeps dollars local so scholarships benefit students in your community.
  • Supports broad eligibility and covers tuition, tutoring, special education, technology, and more.
Talking Points to Move the Needle
  • Opt-in = more options for families without new government spending.
  • Scholarships strengthen education and improve outcomes.
  • Local donors want their contributions to help local students.

Progress Isn’t Partisan

This is about students—not politics. Families want opportunity, and the results speak for themselves.
  • ACE Scholarships impact: 40% increase in reading proficiency, 44% increase in math proficiency.
  • State success stories:
    • Indiana: Lower-income student performance jumped from 22nd to 3rd nationally.
    • Florida: From 33rd to 1st.

School choice works—and it benefits everyone. The federal tax credit scholarship complements state programs, expanding options for families while respecting school independence. Together, we’re creating a stronger, more inclusive education system that empowers parents and supports every learner.
